Bob Vila's testers used 1 part white granulated sugar to 4 parts water: boil the water, stir in the sugar until it dissolves, and let it cool before filling. Don't add red dye or food coloring. Change the nectar every 3 to 4 days, and clean the feeder once or twice a week with hot, soapy water.
Bob Vila suggests a semi-shaded spot near, but not directly under, trees or bushes, away from windows, feeders and places predators could hide. Clean it one to three times a week, or whenever the water looks dirty, with nine parts water to one part white vinegar, then rinse.
Bob Vila's tester hangs suet feeders with the bottom 5 to 6 feet off the ground, high enough to deter predators but low enough to refill. Several suet feeders aren't squirrel-proof, so a baffle helps.
