A birthday party doesn't need a planner, it needs balloons. Lots of them.
That's why the essentials here are a big pack of balloons and an electric pump, because blowing up 100 by mouth is how the birthday person ends up lightheaded before the cake. Add an arch kit if you want the photo-wall moment, then a speaker for the playlist, an instant camera for prints guests can take home, and favor bags. The balloons, arch kits, pumps and bags are BestReviews picks, and the speaker is What Hi-Fi?'s best portable Bluetooth speaker. Each card shows the drawback the reviewers called out, like balloons that pop easily or a pump that's loud. Start with balloons and a pump, then go full arch if you're feeling extra.
Who this is not for. Skip this if you're hosting a cozy December get-together; the Holiday Party list has the lights, drinks gear and games for that.
Tell me what you can spend. I pick a tier for every item, essentials first, and show what is left. The first amount covers everything you need at the cheapest tier.

If you're doing more than a handful, yes. BestReviews says the Party Zealot pump can inflate 100 balloons in under 30 minutes. Just know some are loud: the NuLink is extremely loud while it runs.
BestReviews says the Party Zealot table arch holds roughly 100 balloons, and the KAWKALSH kit comes with 111 in three sizes. Buy a few extra, since some pop while you build.
Air is fine for arches and garlands. BestReviews notes the Dusico and Bezente balloons take air or helium if you want some floating.
