Goggles and a swim cap are the essentials. A kickboard and a quick-dry towel are nice to have.
Not completely. Caps keep chlorine and hair out of your way, but BestReviews notes the Speedo Silicone Swim Cap may not do a great job keeping hair dry, and the Swim Elite cap won't keep water out of your ears completely.
